The Bay/Porter onramp to southbound Highway 1 in Soquel has been shut down as part of the ongoing project to construct north and southbound auxiliary lanes and bus-on-shoulder improvements on Highway 1 between the Bay Avenue/Porter Street and State Park Drive. 

“As a reminder, starting Sept. 29, travelers will encounter a two-month closure of the Bay Ave./Porter St. onramp to southbound Highway 1 in Capitola,” said Kevin Drabinski, Public Information Officer for Caltrans. “This ramp closure will allow crews to reconstruct the pavement elevation to accommodate the permanent bus-on-shoulder feature. The Bay Ave./Porter St. onramp to southbound Highway 1 is expected to reopen Nov. 29.”

A detour has been established: Travelers on Porter Street will be directed to Bay Avenue and then on to Park Avenue. They can then take the southbound Hwy. 1 onramp at Park Avenue. 

Travelers on Bay Avenue will continue on Bay Ave./Porter St. to Soquel Drive until they reach Park Avenue and then rejoin southbound Hwy. 1 at the Park Avenue onramp.

Crews have now started paving the center median area. The paving work will result in overnight closures of one lane in both directions of Hwy. 1 between Bay/Porter and State Park Drive.

The $78 million project is expected to be completed by September 2026.

  1. Any update to this article? It’a mid-February 2025 and November 29th re-opening has yet to happen. What gives?

    The entire Bay/Porter is a self-induced gridlocked mess. From the closed Southbound onramp onto HWY 1, to the dysfunctional and abrupt lane closure at Nob Hill four way stop sign, clearly the clown’s are running the circus. That particular intersection needs to be reverted to the previous configuration, which was much safer without impeding traffic.
