Los Altos city staff presented a report to the City Council at its Sept. 8 regular meeting, alerting the group to the multiple impacts that will come should the Measure D ordinance pass at the Nov. 3 election.
The report, put together by City Manager Gabe Engeland and Development Services Director Stephanie Williams, explained how the Measure D Downtown Parking Plazas Ordinance on the ballot in November could have major impacts on the city depending on how the vote goes.
Staff provided an overview of the provisions of Measure D, identified areas of the municipal code and adopted planning documents that may be affected, and discussed potential actions the City Council may need to consider depending on the outcome of the November 2026 election. Additionally, staff shared letters the city received from law firm YIMBY Law expressing their intent to sue, as well as a letter from the state Housing and Community Development department stating the city would be out of its housing element should the measure pass.
